Child abuse in daycare: Parents denounce delays in the file

Parents whose toddler was allegedly abused in a family daycare setting complain about delays in providing medical documentation proving that the child was abused by his educator.

In October 2023, Néomédia Vaudreuil-Soulanges published the story of a family whose child returned from daycare on Île Perrot covered in bruises .

On Monday, April 15, six months after the article was published, the mother told Paul Arcand that the case was still lost in the maze of bureaucracy, making it impossible to know whether charges will be laid against the educator.

According to the mother, last February the Sûreté du Québec had the child's father sign a document authorizing the transfer of the medical file to the Director of Criminal and Penal Prosecutions. This document, drawn up by CHU Sainte-Justine, would prove that the injuries detected on the toddler's body in August 2023 were in fact caused by a third party.

"Yesterday (Editor's note: April 15), I spoke to the Crown counsel on the case, who confirmed that the paper signed by my spouse in February has not been forwarded and that she is still waiting for it. We can't know if charges will be laid because we're waiting for the paper," said the mother. According to the mother, the delay in transferring the document between CHU Sainte-Justine and the DPCP is unreasonable.

Néomédia contacted CHU Sainte-Justine, which, for reasons of confidentiality, indicated that it was not in a position to comment on the specific case, although it did indicate that it was up to date in the processing of requests received.

"CHU Sainte-Justine can transmit information of a medical nature to the police upon court order, or, as indicated in the 98.5FM interview, upon receipt of signed consent from the parents. Requests for access are received and processed promptly by the archives department, which forwards the files to the detective sergeant involved. If necessary, the police department then liaises with the Director of Criminal and Penal Prosecutions (DPCP). We would like to point out that CHU Sainte-Justine is up to date in the processing of all requests received," said the hospital's communications manager in an e-mail.

CHU Sainte-Justine also indicates that parents with concerns can contact the hospital's archives department at any time to obtain information on the processing of their request.
