Les Coteaux to begin major work at Wilson Park next week

The Municipality of Les Coteaux has announced that it will be carrying out temporary maintenance and safety work on the low wall of Wilson Park from June 10 to 14. This work is intended to ensure the safety of users, while the Ministère de l'Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) takes steps to permanently redevelop the shoreline.

Temporary work will be carried out to secure the low wall of Wilson Park next week. During this period, the park will be inaccessible to the public to allow the work to be carried out safely. These measures include the wooden covering of the existing low wall and the installation of a floating wooden dock with a gradual descent. These temporary works are intended to guarantee the safety and accessibility of the site for users until the permanent solution is in place.

Steps underway with the MELCCFP for the permanent redevelopment of the riverbank

In parallel with the temporary work, the Municipality is continuing to approach the MELCCFP for the permanent redevelopment of the Wilson Park embankment. A gentle riprap slope has been identified as the only sustainable option eligible for subsidy, in compliance with MELCCFP regulations. According to the information provided by the Ministry, restoration of the riparian buffer strip must be carried out with the utmost respect for nature and wildlife. Since the park does not present any major obstacles, the Ministry recommends a redevelopment that will propose naturalization of the shoreline.The project could benefit from funding under the Programme de restauration et de création de milieux humides et hydriques (PRCMHH), which aims to restore and create new areas of functional, perennial wetlands and waterways.

Mayor Sylvain Brazeau explains: “By carrying out this temporary work, we are ensuring that Wilson Park remains accessible and safe for everyone.At the same time, our approach to the MELCCFP for a permanent redevelopment of the riverbank reflects our commitment to respecting government standards while helping to restore the ecological dynamics of the area.We are determined to protect our environment while ensuring the safety and well-being of our residents."

This project, scheduled for completion by the end of 2028, requires ministerial authorizations

Stages Deadline:

Mandate to an engineering firm for analysis and concept development: Spring 2024;

Concept development, analysis and selection of a scenario with preliminary estimates: Summer 2024;

Submission to PRCMHH - Volet 2 for work to be carried out Fall 2024

Waiting for authorization from the Ministry (exempt if grant from grant): 2025;

Mandate to an engineering firm for plans and specifications and application to the Ministère de l'Environnement: 2025;

Preparation of plans and specifications: 2025;

Call for tenders: 2026; 

Award of contract to contractor: 2026; 

Work: 2027/2028;

A reminder of the steps taken to regularize title to the property

The Municipalité des Coteaux has owned the lot since March 2024. Title regularization took several years, largely due to the existence of an emphyteutic lease. Previously owned by the MRC Vaudreuil-Soulanges, various steps were required, including appraisals, surveying, the cadastral operation and the deed of transfer by the MELCCFP. Once these steps have been completed, the Municipality can now undertake the repair work.
