The award, presented by Manon Jeannotte, recognizes the volunteer commitment, determination and dedication of Quebecers who have had a positive influence on their community or the Quebec nation.

There are three medal categories:

- Outstanding Merit (gold);

- Seniors (silver);

- Youth (bronze);

There are four main eligibility criteria for receiving one of these awards:

- Nominees must be Canadian citizens or permanent residents within the meaning of the Immigration and Refugee Protection Act (S.C. 2001, c. 27), and live permanently in Quebec. However, in certain circumstances, the Lieutenant-Governor's Medal for Exceptional Merit may be awarded to a person residing outside Quebec;

- the nomination file must be submitted by a third party, not by the person recommended;

- only one medal in each category may be awarded to the same person during his or her lifetime;

- only a living person can be nominated. However, the nomination remains eligible if death occurs after the nomination has been submitted.

The medal will be presented to recipients at ceremonies presided over by the Lieutenant-Governor.

Upon receipt of an official letter of invitation from the Chief of Staff and Private Secretary to the Lieutenant-Governor, each recipient must appear in person at the ceremony to which he or she has been invited in order to receive the medal. Only deceased recipients may be represented.

Details of each medal and application forms are available here: https://www.lieutenant-gouverneur.qc.ca/distinctions-honorifiques/medaille.
