The municipal hub is taking shape in Vaudreuil-Dorion

The construction site for the municipal hub, located in the area of Vaudreuil-Dorion's Centre multisports André-Chagnon, is slowly taking shape, as evidenced by the photos posted by the city on its social networks. 

The municipal hub is a major project for the City of Vaudreuil-Dorion.

When the project is completed, citizens will find the train station and a major bus terminal, the André-Chagnon multisports center, the town hall, a public square, the library and the aquatic center all within the same quadrilateral.

Context

Tenant of 2555, rue Dutrisac since 1977, the City of Vaudreuil-Dorion has long been planning the construction of a new city hall. However, it wanted to complete major works before embarking on this project, such as the fire stations, the arena, the filtration and purification plants and the Saint-Charles Avenue overpass.

In August 2018, the city acquired lot 4,559,873 on rue Émile-Bouchard to build the Pôle Municipal, a large-scale project that will bring together city hall, the library, a public square and the aquatic complex. The site is adjacent to the Vaudreuil train station, near the Centre multisports André-Chagnon, highways and the future hospital. The municipal hub will provide centralized services in a high-density area. Indeed, 51% of Vaudreuil-Dorion homes are located within 2 km of the site, and 95% within 4 km.

On June 21, 2021, the first call for tenders was cancelled due to market conditions and the fact that only one bid had been received in the amount of $49.9 million before taxes.

At its meeting of May 2, 2022, the municipal council of the City of Vaudreuil-Dorion gave notice of motion authorizing an increase in the expenditure and borrowing of Borrowing By-law no. 1755-01 for the construction of the municipal hub, which will bring together the library, city hall and a public square in the same building.

At its meeting of September 19, 2022, the municipal council of the City of Vaudreuil-Dorion awarded the contract for the construction of phase 1 of the Pôle municipal, comprising the library, city hall and a public square, to the lowest bidder, Groupe Geyser of Laval.

The contract is worth $67.2 million including taxes, in line with 2022 estimates.It should be noted that a portion of the taxes (100% GST and 50% QST), approximately $6 million, is reimbursed by the government.In fact, the revised borrowing by-law for spring 2022 has already been approved and is sufficient to cover the expense.The aim of the municipal hub is to eventually bring together on the same site the library, town hall, a public square and an aquatic complex. The town hall and library will be housed in a single building. The aquatic complex will be built in a subsequent phase of the project, depending on the government subsidy programs in place.

A subsidy of over $4.8 million has already been announced by the governments of Quebec and Canada for the construction of the new library. This financial assistance comes from the New Building Canada Fund - Quebec, Provincial-Territorial Infrastructure Component - Small Communities Fund.

Construction of the combined town hall/library building and public square began in the fall of 2022, with completion scheduled for 2024.

Mayor Guy Pilon, accompanied by MPs Peter Schiefke and Marie-Claude Nichols and the municipal council, officially broke ground on November 9, 2022 for the construction of the first phase of the municipal hub, which will combine the library, town hall and a public square.

The stepped staircase was installed in the interior of the future municipal hub in May 2023.The staircase is located in the hub's lobby and will provide a social space for library users and citizens alike. It will also continue outside the building.The modules were prefabricated in the factory and delivered to the site.
