A surplus of over $2 million for Les Coteaux in 2022
At a special meeting of the Les Coteaux municipal council on June 12, Mayor Sylvain Brazeau tabled the financial report and the independent auditor's report for the 2022 fiscal year.
The documents were then forwarded to the Ministère des Affaires municipales et de l'Habitation (MAMH) and, finally, posted on the municipal website at www.les-coteaux.qc.ca under the "Taxation and Finance" menu, under the "Milieu de vie" tab.
The Municipality's financial statements for fiscal 2022 show operating revenues of $7,777,858, while the various expenses for all municipal services, including financial expenses and amortization of capital assets, total $7,867,358.
Taking into account the various reconciling items for tax purposes (amortization, debt repayment, appropriations, etc.), the financial statements show an operating surplus for tax purposes of $622,445.
Including the 2022 surplus, the free accumulated surplus at December 31, 2022 is $2,045,159.
Main items affecting 2022 results :
- Accumulated surplus allocated to 2022 revenues as budgeted;
- Real estate transfer tax slightly higher than budgeted;
- Reorganization of the management of the filtration plant and pumping stations;
- Repatriation of Régie d'assainissement des Coteaux employees.
Major achievements in 2022 include the implementation of new accounting software, the installation of an electronic sign, the refurbishment and staking of the lighthouse, work on the municipal building at 195 rue Principale, the overflow management plan, the adoption of a classification plan and a conservation schedule, the development of a master plan for parks and green spaces, the beautification of the Gilles-Grenier building, the development of functional and technical plans for the Town Hall, the municipal garage, the fire hall and the future community center, as well as the replacement of the raw water supply line.
Long-term debt has been reduced from $5,261,800 at December 31, 2021 to $4,749,086 at December 31, 2022, for a net decrease of $512,714. For 2021 (latest data available). The debt ratio was $1.07 per $100 of standardized property value, compared with $1.66 per $100 of standardized property value for the average of towns and municipalities in the Vaudreuil-Soulanges MRC, and $2.16 per $100 of standardized property value for the Quebec average.
As a result, the Municipality of Les Coteaux is in an excellent position with regard to the major investments to be made over the next few years in infrastructure upgrades and asset maintenance.
Independent auditor's report
The external auditing firm BCGO S.E.N.C.R.L has audited the consolidated financial statements of the Municipalité des Coteaux for the year ended December 31, 2022, in accordance with Canadian generally accepted auditing standards.
Following its mandate, an independent auditor's report was issued with the following opinion: "In our opinion, the attached consolidated financial statements present fairly, in all material respects, the financial position of the Municipalité des Coteaux as at December 31, 2022, and the results of its operations, the changes in its net financial assets (net debt) and its cash flows for the year then ended in accordance with Canadian public sector accounting standards."
