A budget of over $100 million is adopted by the City of Vaudreuil-Dorion for 2023

During a special meeting held on December 12th 2022, the City Council of Vaudreuil-Dorion, assisted by Olivier Van Neste - Director General, and Marco Pilon, FCPA, OMA - Deputy Director General and Treasurer, presented the 2023 budget in the order of $101,741,228.

The City of Vaudreuil-Dorion, like most municipalities in Quebec, had to wrestle with challenging economic conditions characterized by peaking inflation and the Bank of Canada’s rising interest rates while planning its budget for the upcoming fiscal year 2023, which had a substantial effect on financing costs.

“We were faced with having to make difficult decisions in our efforts to lessen the impact on taxes paid by citizens. I would once again like to thank the City’s management team, who used both agility and rigour to reach the financial objectives set by the municipal council. It is important to point out that our tax rate was very low and during this year where inflation is particularly acute, we had to adjust our rates to a more realistic level”, said Mayor Guy Pilon.

In 2022, the city of Vaudreuil-Dorion had one of the lowest tax rates in the region at $0.5116. For 2023, the tax rate will be $0.5515. For a $419,000 house, the current average estimate, this amounts to an increase of $167 on the tax bill. The City’s 2023 budget therefore corresponds to an increase in taxes of 7.8% ($0.04 per $100 increment) for categories including residential, 6 or more units, and agricultural. Considering that water taxes are being maintained at $275, the net increase will amount to 6.9% per residence.

It is important to note that the City’s general property taxes include all services such as collections (garbage, recycling, organic waste), SQ services and various quota shares. Furthermore, the city of Vaudreuil-Dorion’s irreducible expenditures total more than $91 million for 2023 (operating costs, quota shares, removal and disposal of residual materials, snow removal, debt servicing, etc.) and represent 90% of total expenses.

“Our teams conducted a careful analysis and expenditure review to limit the tax increase to a minimum. Just like everyone else, the City also had to deal with an almost 7% consumer price index rate, which left very little room for manoeuvre”, said Marco Pilon, Deputy Director General and Treasurer.

Future Projects

The Administration and the City Council prepared the 2023 budget based on the orientations identified in the 2020-2025 Strategic Plan entitled Habité par ma ville in which over 73 actions were prioritized to meet the expectations expressed by citizens and organizations during public consultations.

“For 2023, we are opting to consolidate our activities. We will continue to offer a varied programming at parc le 405, as well as a more moderate version of Le Festival de cirque, with exciting shows just the same. We will update our environment policy while working on a new cultural policy and the creation of an urban art circuit. Both the Écoprojets Community Fund and the participatory budget will be back. Services to residents will remain a priority and the municipal library, day camps, swimming lessons and entire service offer will continue to be as varied and accessible, meaning free or at a low cost”, added Mayor Guy Pilon.

As in previous years, the City Council will contribute a substantial sum to help organizations and citizens of Vaudreuil-Dorion with sports activities. Nearly $1.5 million has been set aside to provide them with financial support.
