PROJET DE RÈGLEMENT
RÉVISION DU CODE D’ÉTHIQUE ET DE
DÉONTOLOGIE DES ÉLUES ET ÉLUS MUNICIPAUX DE LA VILLE D’HUDSON

AVIS PUBLIC est par les présentes donné que :

1. Lors de la séance tenue le 24 mars 2026, avis de motion a été donné qu’un règlement intitulé: PROJET DE RÈGLEMENT 781-2026 – CODE D’ÉTHIQUE ET DE DÉONTOLOGIE DES ÉLUES ET ÉLUS MUNICIPAUX DE LA VILLE D’HUDSON sera soumis pour adoption lors d’une prochaine séance ordinaire du Conseil, et un projet de règlement a été déposé à cet effet.

2. Conformément aux exigences de la Loi sur l’éthique et la déontologie en matière municipale, ledit projet de règlement a comme objectif de mettre à jour le Code d’éthique et de déontologie des élus municipaux selon les dispositions des lois en vigueur.

Le présent Code poursuit les buts suivants:

• Accorder la priorité aux valeurs qui fondent les décisions d’un membre du conseil de la Ville d’Hudson et contribuer à une meilleure compréhension des valeurs de la Ville;
• Instaurez des normes de comportement qui favorisent l’intégration de ces valeurs dans le processus de prise de décision des élues et élus et, de façon générale, dans leur conduite à ce titre;
• Prévenir les conflits éthiques et s’il en survient, aider à les résoudre efficacement et avec discernement;
• Assurer l’application des mesures de contrôle aux manquements déontologiques.

Les valeurs mises de l’avant dans ce Code, telles qu’énoncées à l’article 4 du projet de règlement, sont : l’intégrité, la prudence dans la poursuite de l’intérêt public, le respect et la civilité envers les autres membres, les employées et employés de la Ville et les citoyennes et citoyens, la loyauté envers la Ville, la recherche de l’équité et l’honneur rattaché aux fonctions de membre du conseil.
 
Les articles 5 à 14 dudit projet de règlement instaurent des règles de conduite et l’article 15 prévoit le mécanisme de contrôle.

3. Ce règlement sera soumis pour adoption à la séance ordinaire qui se tiendra au Centre Communautaire Stephen F. Shaar, 3494 Main, le mardi 28 avril 2026 à 19 h 00.

4. Le projet de règlement est disponible pour consultation à l’Hôtel de Ville, ou toute personne intéressée peut en prendre connaissance durant les heures d’ouverture ou sur le site internet de la Ville d’Hudson.

DRAFT BY-LAW
REVISION OF CODE OF ETHICS AND GOOD CONDUCT FOR ELECTED MUNICIPAL OFFICERS OF THE TOWN OF HUDSON

PUBLIC NOTICE is hereby given that:

1. At the meeting held on March 24, 2026, notice of motion was given that a By-law entitled: 781-2026 DRAFT BY-LAW - CODE OF ETHICS AND GOOD CONDUCT FOR ELECTED MUNICIPAL OFFICERS OF THE TOWN OF HUDSON will be submitted for adoption at a next regular meeting of Council, and a draft By-law has been tabled to that effect.

2. In accordance with the requirements of the Act respecting ethics and professional conduct in municipal matters, the purpose of the said draft By-law is to update the Code of Ethics and Good conduct for elected municipal officers in accordance with the provisions of the laws in force.

The purposes of this Code are as follows:

• To give priority to those values on which individual Town of Hudson Council members base their decisions, and to contribute toward a better understanding of the Town’s values;
• To establish standards of behaviour which promote these values as being integral to the process of decision-making by elected officers, and in their general conduct as well;
• To prevent ethical conflicts and, if they arise, help in resolving them effectively and judiciously;
• To ensure measures to enforce this Code are applied in case of any breach of conduct.

The values put forward in this Code, as set out in section 4 of the draft By-law, are: integrity, prudence in pursuit of the public interest, respect for other members, Town employees and citizens, loyalty to the Town, fairness and honour attached to municipal councillors.  

Articles 5 to 14 of the draft By-law establishes rules of conduct and article 15 sets out the control mechanisms.

3. This By-law will be tabled for adoption at the regular meeting that will be held at the Stephen F. Shaar Community Centre, 394 Main, on Tuesday, April 28, 2026, at 7:00 p.m. 

4. The draft By-law is available at Town Hall, where it may be consulted by any interested person during business hours or on the Town of Hudson's website
